Develop a culturally relevant guidebook to be used during the interview process by treatment providers in the U.S. Associated Pacific Island Jurisdictions (USAPIs) to maximize the quality of the NOMs data they collect and report to SAMHSA.

In order to measure substance abuse treatment outcomes, clients are asked questions about employment, drug and alcohol use, homelessness, and other sensitive topics when they are admitted to a treatment program and periodically thereafter. To facilitate honest and accurate self-reporting from the clients, it is important that these questions be presented in a culturally-sensitive manner.
