MCC Evaluation Data Platform Project

Building on best practices and new developments at the Inter-university Consortium for Political and Social Research (ICPSR) at the University of Michigan, an innovative platform and solution for providing open access to Millenium Challenge Corporation (MCC) microdata and its reports (and related documents) is proposed by a team of social science researchers and data archiving professionals at ICPSR. Our team will expand access to and use of MCC microdata and related reports/study materials in response to solicitation #95332420Q0004. Since 2013, MCC has run a catalog and provided access to public-use data and related documents through its online MCC Evaluation Catalog. MCC now seeks to expand access to its data investments by (1) provisioning access to its restricted data collections that cannot be fully de-identified and (2) to improve access and discovery to the wide range of document types related to its data so that this information forms a country-specific knowledge base with functionality for searching and filtering by country and by document type. We understand that MCC data and resources are valuable and are being used to support increased understanding of sustainable economic growth and poverty reduction in countries where MCC invests. ICPSR?s powerful, and cost-effective data platform and tools enable data, even restricted data and related documents, to be openly accessed to advance science and to solve pressing social and economic challenges (and related outcomes) around the world. ICPSR is proposing to create a data platform for MCC that includes establishing processes reflecting best practices and robust infrastructure to support a wide range of MCC data resources (and a country-specific knowledge base). Thus, the work under this contract will expand transparency, reach and impact of MCC data while balancing the needs for protecting the privacy concerns of human subjects.
