This proposal is designed to promote three practices designed to increase confidence in science: open access to research data, greater transparency in the production of data, and closer links between publications and the data on which they are based. To improve practices in these areas, ICPSR proposes a series of three conferences.
These conferences will focus on:
1. Establishing clear and consistent citation of data in social science journals as a model for other disciplines.
2. Developing common standards for digital repositories in a wide range of scientific domains and proposing ways that funding agencies can support data archiving activities.
3. Creating a dialogue between funding agencies and digital repositories to explore and develop models for long-term sustainability of institutions that promote open access to scientific data.
The conferences will be complemented by a small grants competition to encourage implementation of data citation standards and exploratory research on non-disclosure agreements covering administrative and transaction data, which is a growing threat to open access to data.
