Chronic absenteeism has been a policy focus at the national level since the passage of the Every Student Succeeds Act (ESSA) in 2015, when many states made it a key outcome measure for their school accountability systems. However, the COVID-19 pandemic exacerbated attendance problems, leading to a substantial rise in chronic absenteeism nationwide (Gee et al., 2023). Notably, several years after students returned to school, attendance rates in most schools have not returned to pre-pandemic levels (Dee, 2024). This proposed project seeks to evaluate two complementary interventions aimed at improving attendance among children in schools run by the National Heritage Academy (NHA) charter school network: (1) personalized text messages to parents and (2) individual one-on-one support provided by a dedicated staff member (called an “Attendance Liaison” or AL) to help families improve their child’s attendance. Our research will address the following questions: 1. How do parent text messages impact student attendance? Are certain features of text messages (e.g., framing, frequency) more effective than others? Does effectiveness vary by student or school characteristics? 2. How does intensive case management impact student attendance? Does this vary by student or school characteristics, including a student’s prior attendance history?
