Levenstein et al. present a way to increase both access to and security for restricted-use data sets

A new report from a team led by ISR research professor Margaret Levenstein describes a novel process to safeguard the research community’s access to and management of confidential data. The report presents the results of a recently completed analysis of the policies, procedures, and norms for access to restricted data at 23 repositories. It develops the idea of of a community-normed Researcher Passport – a credential that allows trusted researchers access to multiple repositories. The project team plans to create a “System of Digital Identities of Access” that will provide Researcher Passports and that encourages all scientists and data centers to abide by the same rules.¶¶Levenstein, director of ISR’s Inter-university Consortium for Political and Social Research, says: “Virtually all human activity in the modern world creates digital traces. It is our responsibility to ensure that the resulting data is protected and managed responsibly.” The Alfred P. Sloan Foundation funds the Researcher Credentialing for Restricted Data Access project.
