A project to produce, analyze, and disseminate a novel dataset, the Global Surveillance and Censorship Scores (GSCS) database. We use mixed-methods to collate quantitative and qualitative historical and contemporary data. We extract information on surveillance and censorship from a diverse set of existing human rights reports. Given the clandestine nature of these activities, we develop a latent variable model to address missing information to assess the sensitivity of our estimates and the extent that states conceal the use of such tools. To further address bias in the reports, we also conduct case studies using expert information, interviews, and archival research to validate the data.
