This new study seeks to assess and validate a strategy to monitor the effectiveness of rural electrification projects using satellite imagery of nighttime lights in the South and East Asia regions, which will form the Part 1 of the additional work seeking to operationalize the use of satellite imagery of nighttime lights. The study will be carried out in close coordination with another study (conducted by a different consultant), which will primarily seek to elaborate an operational toolkit for the use of remote sensing tools and GIS systems for the design and monitoring of rural electrification projects. The goal will be to collect administrative records and data that identify how electricity access to rural communities has expanded over the last two decades in several study countries. This information will be used to independently construct a geodatabase that can be used to depict grid expansion into rural access over time. The geodatabase will then be directly compared against historical satellite imagery of nighttime lights, which is available in digital georeferenced format since 1992. Statistical analysis will be used to assess the correlation between the completion of rural electrification projects and increases in nighttime light output. In addition, analysis will seek to identify the contexts and conditions under which satellite imagery is a reliable indicator of rural electrification. This validation will demonstrate the potential for using satellite imagery to monitor access in conditions where administrative records are typically unavailable or expensive to acquire.
